Thanks, HughS, for verifying the facts in my post.
As per your link, the Army only hit 84 percent of their target recruitment goal for the month of June.
And this link verifies that this is the second month in a row that they missed the mark. In May, 2007 they only achieved 94 percent of their goal.
Hmm, the trend is a downward slope. Want to lay a bet on the numbers for July, or will the Army just start dropping the recruitment goals to match reality?
